Yes, Photon used his powers to turn a belt buckle into a mini-bomb. I figure that if Dorian goes through this much trouble to keep Photon in a room with no metal, he would probably overlook something trivial and insignificant. But Photon can make a weapon out of ANYTHING metal, belt buckles included.
